Offices for Sale in Dubai: Every Off-Plan Commercial Office, 37 Projects on One Map (2026): report cover image

If you are looking at commercial property for sale in Dubai, and off-plan offices in particular, start here. The map puts 37 off-plan office projects on one sheet, each pinned to its location with its price per sq ft and its handover quarter. Rates were checked on 27 October 2026 against developer price lists and listings published online, and handover dates come from the developers and our Reelly feed.

Prices run from AED 1,491 per sq ft at Tomorrow Commercial Tower in International City to AED 6,858 at Lumena, which is sold out, so that figure is a resale asking price. Nine projects are under AED 2,000 and twelve more are under AED 3,000, so 21 of the 35 priced projects come in below AED 3,000. The cheapest sit away from the centre, to the east and south and out towards Jebel Ali: the two Tomorrow Commercial Towers in International City, Cove Boulevard and Sky Line south of Dubai Silicon Oasis, Monarch by Zane in Motor City, DAMAC District, and RAW District II near Jebel Ali. Around JVC and Motor City most projects sit between AED 2,000 and 2,999, with Capital One JVC at 2,099 and Aspirz at 2,324.

The premium is in the centre. Every project outside Business Bay, Downtown and DIFC is under AED 4,000 per sq ft, topping out at 3,905 for Shahrukhz by Danube on Sheikh Zayed Road. Inside those three districts only two are under 4,000, Burj Capital at 3,656 and AHS Twin Towers at 3,850, and five are at AED 5,000 or more: HQ by Rove, SOL Luxe, Lumena Alta, Enara and Lumena.

Handover runs from Binghatti Amberhall in Q4 2026 to Lumena Alta and the Christian A. Rockefeller Business Tower in Q2 2031. Boutique 23 was due in Q2 2026 and is marked delayed. 2028 is the busy year, with 14 projects due, seven of them in Q2.

Five projects are sold out with the developer: Boutique 23, RAW District, AHS Tower, Enara and Lumena. Their rates are resale asking prices, not launch prices. Two are pre-launch, Berkeley Tower and the Rockefeller tower, with indicative rates published before the developer’s price list. The Winslow and Skyhills Astra are price on request.

To use it, pick the band your budget works in, check the handover against when you need the space or the rent, then compare the projects left. Prices move with each release, so treat this as a starting point and ask us for the current price list before you decide.

Questions this report answers

How much is an office in Dubai per square foot?

On our October 2026 map of 37 off-plan office projects, rates run from AED 1,491 per sq ft at Tomorrow Commercial Tower in International City to AED 6,858 at Lumena, a resale asking price because Lumena is sold out. The median of the 35 priced projects is AED 2,548. Outside Business Bay, Downtown and DIFC every project is under AED 4,000; inside them only two are, and five are at AED 5,000 or more.

Where are the cheapest off-plan offices in Dubai?

Nine of the 37 projects are under AED 2,000 per sq ft. Cheapest first: the two Tomorrow Commercial Towers in International City at AED 1,491 and 1,509, Cove Boulevard at 1,647 and Sky Line at 1,694 south of Dubai Silicon Oasis, RAW District near Jebel Ali at 1,705, Monarch by Zane in Motor City at 1,755, Boutique 23 near Dubai Creek Harbour at 1,852, DAMAC District at 1,926 and RAW District II near Jebel Ali at 1,998. RAW District and Boutique 23 are sold out, so those two rates are resale asking prices.

Which off-plan office projects hand over first?

Binghatti Amberhall is next, due in Q4 2026, followed by Binghatti Moonlight, Tomorrow Commercial Tower, Monarch by Zane and AHS Tower in Q1 2027. Boutique 23 was due in Q2 2026 and is marked delayed. Ten of the 37 are dated Q4 2027 or earlier, 2028 is the busiest year with 14 handovers, and the last are Lumena Alta and the Christian A. Rockefeller Business Tower in Q2 2031.

Can foreigners buy offices in Dubai?

Yes. Foreign nationals can buy freehold property, offices included, in Dubai’s designated freehold areas, and Business Bay and Downtown are among them. Before you reserve, check that the building is in a freehold area; we can confirm it for any project on the map.

Is there VAT on an office in Dubai?

Yes. A new home is zero-rated on its first sale, but an office is standard-rated, so 5% VAT is added to the price when you buy from the developer. It usually applies on a resale too, because a seller of commercial property worth more than AED 375,000 normally has to register for VAT. The Dubai Land Department’s 4% registration fee applies as it does to homes. A VAT-registered business can usually reclaim the VAT, so take tax advice on your own position before you buy.
