How the rules work

Dubai caps increases by how far the rent sits below the official index average (Decree 43 of 2013): within 10% → no increase; 11–20% below → max 5%; 21–30% → 10%; 31–40% → 15%; more than 40% below → 20%. Since January 2025 the index is building-specific (the Smart Rental Index). Abu Dhabi froze increases at 0% from June 2026, replacing its 5% cap until further notice.

Two enforcement points people miss: the increase percentage applies to the current rent (not the index average), and any change needs 90 days’ written notice before the renewal date, without it, the old rent stands for another term. Landlords: we handle index checks, notices and repositioning. Tenants: if the demanded increase exceeds the slab, the Rental Disputes Centre consistently holds the line.
