How an off-plan resale transfer works

An off-plan resale transfers a property mid-payment-plan: the buyer reimburses the seller's paid instalments (plus any agreed premium), tops the developer up to their NOC minimum if needed, pays the transfer fees, and then simply continues the original payment plan to handover.

Most developers require 30–40% of the price paid before they issue the No Objection Certificate that allows a transfer. If the seller hasn't reached it, the buyer's top-up goes to the developer, not the seller, which is why the transfer-day figure and the "price" are two different numbers.
