Getting the money there

The honest version first: Algeria operates strict exchange controls under the Bank of Algeria, the dinar is not freely convertible, and a resident individual cannot simply remit funds abroad to buy property. A purchase funded from inside Algeria needs current professional advice before anything is signed, and you should be wary of anyone selling a shortcut.
