The honest version: since 2019 the Lebanese banking system has operated under severe constraints, and moving fresh funds out of a Lebanese account at property scale is not a route to plan around. In practice Lebanese buyers pay from funds already held outside Lebanon, in the Gulf, Europe, the US or Africa, where the diaspora earns and banks.
For that majority the purchase is straightforward: USD-denominated wealth maps cleanly onto a dollar-pegged market, transfers from international accounts are routine, and the Dubai side is fully open, freehold zones for all nationalities and DLD-registered title in your name.
