Completion certificate (BCC)

The certificate issued by the municipality confirming a building is complete and fit for occupation. Developers need it before handover can begin and before utilities connect. In Dubai the project’s completion percentage during construction is separately tracked and published by RERA.

The RERA completion percentage is public per project and is the honest way to judge whether a handover date is realistic: concrete at 40% does not hand over in six months regardless of what a hoarding says.
