The official certificate of ownership issued by the land department, in Dubai now a digital document verifiable through the Dubai REST app. It records the owner, the property, its area and any registered mortgage. The title deed is what actually changes at a transfer.
Verify a title deed directly in Dubai REST rather than trusting a PDF: fakes exist. On off-plan you hold an Oqood until handover converts it into a title deed, and on post-handover plans the deed may be withheld until the final instalment.
