The UAE framework for buildings and communities with shared areas: each owner holds their unit plus a share of the common areas, governed by an owners’ committee and a licensed management company under Dubai’s JOP law. Service charges fund the shared upkeep.
The practical lever owners have is the annual general assembly and the service charge budget approval. If charges look wrong, the RERA service charge index and the budget filings are where the argument is won.
